BIG BROTHER IN BRITAIN: HE KNOWS YOUR TRASH!

OK, this may not be the great smoking gun that proves Big Brother is now watching us, but you have to admit, it's pretty strange that Brittons would find RFID tags in their garbage cans. Apparently without the citizenry's knowledge, two German companies, including Sulo and Deister Electronic, are mostly responsible for installing these bugs in cities north of London. For shame, sirs, for shame! The Daily Mail reports that the little buggers (which we assume use RFID) transmit info to the central company database on how full the bins are each time they're lifted by a garbage truck.
This function I can COMPLETELY understand because knowing how heavy the trash cans are can help SO MUCH. Of course, what I'd like to know is HOW that intel info can help garbage collection companies. Also, doesn't the cost of the chips outweigh the benefits?
